Apple just released iOS 13.1.3 update for their iOS devices, that includes iPadOS as well. I have installed the update on my iPhone 11, all seems well. This article describes what this update fixes and/or improves. I recommend updating your iOS Devices whenever you can. Now, if Apple would only release an update for Catalina fixing the Mail App and other issues.
